No it does not sorry. 1.4 hdmi only. You can output 4K @60hz but only using 4:2:0 sub-sambling which will lower the image quality compared to 4:4:4 sub-sampling.
I don't have a 4k display but if I did I'd just get a new card. They have the outputs and hardware encode/decode stuff that would come in handy for 4k. Something like the RX 550 would be fine, except I think it's too close in cost to the RX 460, so I'd get that instead.

Thanks a lot for the answers. Forgot to mention, I'll be using the TV for watching blu-ray/tv shows only and they tend to be 1080p 23.976fps. I'm thinking of buying a 4k 60hz TV. I assume at 3840x2160 30hz hdmi 1.4 is running 4.4.4 sub-sampling? Is it still recommended to upgrade my gpu?

yeah 4K on hdmi 1.4 can do 30hz with 4:4:4 subsampling just not 60hz without dropping to 4:2:0
