HDMI connection flashing orange, DVI works

When I connect my monitor to PC through my graphics card with an HDMI cable, the screen flickers orange and everything is fuzzy and barely readable.
I have swapped in an old GPU and the same happens when I connect with HDMI. When I connect through DVI, everything is normal.
Note: This is a first time boot of new PC, nothing has been set up yet. (Will this be fixed by drivers?)

I have tested connecting to the monitor with HDMI with a configured laptop and everything works fine, so it is not the cable.

My old GPU has DVi, but the one I want to use (listed below) does not. How do I fix this?

MoBo: ASRock B450 Pro4 ATX Retail
RAM: 16GB G.Skill RipJaws black DDR4-3200 DIMM CL16 (Modelnumber F4-3200C16D-16GVKB)
GPU: Gigabyte Geforce RTX 2060 OC 6G (Retail)
PSU: Thermaltake Berlin 630W
Case: Corsair Carbide 200R Midi
