Hi, I have an 1080p LCD monitor that has only VGA. If I buy an DVI or an HDMI to VGA converter will it make any difference in picture quality? if yes, which one? DVI or HDMI? (my graphics card supports both)

You won't see a difference between dvi and hdmi. Some say that it is sharper than hdmi some say vise-versa. If there is a diff. its so small most can't tell including myself. VGA is an analog signal as opposed to the others being digital so it can see signal degredation with pour quality cables or long distances. With a good cable I doubt you would notice much difference between VGA, HDMI or DVI

with VGA you cannot do aspect ratio corrections through your graphics card driver. if you use a 4:3 resolution in full screen, it would be stretched to fit a widescreen monitor. Using HDMI will allow your drivers to avoid stretching and put black bars on the sides of the image.

Again I would say go with the DVI to VGA

um, HDMI is digital only so would need an active conversion into VGA. on the other hand, most DVI are DVI-I which natively output a VGA signal so you only need the right cable (or the adapter block that most cards include anyways). look up DVI on Wikipedia and find out which type your card has.
