HDMI only @ 30HZ

I'll keep this as succinct as possible.

I have this monitor:
Dell U3818DW - https://www.dell.com/en-au/shop/dell-ultrasharp-38-curved-monitor-u3818dw/apd/210-amwn/monitors-monitor-accessories

This video card:
GeForce GT730 - https://www.geforce.com/hardware/desktop-gpus/geforce-gt-730/specifications

And this cable - https://www.amazon.com.au/dp/B079L6G99G/ref=pe_2361882_282382012_TE_item

But I can only get 3840 x 1600 @30Hz. 60Hz is an option in the Nvidia control panel but when I switch to it the screen flicker and goes crazy.

I've tried a shorter cable.
 


3840×1600 @ 60 Hz would require a graphics card with HDMI 2.0 support. The GT 730 does not have that.

that specs page is definitely incorrect. the first nVidia cards to come with an hdmi 2.0 port was the GTX 9xx series cards. HDMI 1.4 will do 3840x2160 @ 30 max

HDMI 1.3/1.4 can do 4K 60 Hz with chroma subsampling. I don't know if that's something you can control, but if you can find that setting somewhere maybe try playing around with it. Also, that is a 10 bit HDR monitor. Your graphics card may only be able to do 4k 60 Hz with 8 bits per color.
