hdmi output to tv unstable

I'm only posting here because I haven't been able to rule out Win10 as as possible suspect to my problem.

I built a new PC a few months back (I moved and only recently had time to actually use it) and hooked it up to a 40" Samsung 4k tv. The tv keeps losing signal from the PC and it happens from anywhere from a few seconds to a couple of minutes inbetween outages. Appears to happen more frequently if I have videos playing on the web.

I assumed it was the TV because I don't have these problems connected to a monitor. I researched up and down and found similar issues with samsungs but no real solution. After resetting things on the tv and in my display settings, I could get the signal stable all day long but even that solution wouldn't last or even work every time. Then I tried playing a game, red alert (the open source version) which runs full screen and have had 0 issues while the game is running.

Finally, I dug my old computer out of storage from the move and hooked it up and it works just fine, no display issues with the tv. Which leads me to the new pc. Drivers are up to date as of this past week, which seemed like it helped at first by slowing the frequency of the dropped signal, but it goes back and forth.

TV: Samsung UN40HU6950


I have tried running at different resolutions, since I wasn't sure 4k at 30hz was correct. But I couldn't do 59/60 hz at 4k from either PC, nor did a 1080 resolution make any difference. I've about run out of ideas on this one.

This was a brand new cable, HDMI 2.0. Bought it from Sears dirt cheap when they closed all the stores. Since my other hdmi cables aren't really marked, I don't know what my older ones are so I couldn't reliably use those. I'd have to go buy a new cable to be sure.
