My initial problem: I have an old CRT 1080i TV that only has component, composite and s-video. I have a newer PC with an AMD R9 290 GPU that only has DVI, HDMI and DP. I want to connect my PC to my TV to watch videos and play games.

My solution: buy this: http://www.ebay.com/itm/351347225849?_trksid=p2057872.m2749.l2649&ssPageName=STRK%3AMEBIDX%3AIT

My new problem: I connected a laptop to test this out (i5 3210m CPU, HD 4000 GPU). When I set it to dual display, in any mode (mirror, extend or only TV) it is a black screen. I tried all the resolutions (1920x1080, 1280x720, 1360x768, 800x600, etc.) and 60 Hz and 59 Hz refresh rates. All result in black screen. I also went in to the Intel HD Graphics control panel and tried setting it up from there but got the same black screen. The laptop does detect the adapter as a "Lontium" HD display. The adapter is HDCP 1.2 compatible. I know that the best solution is to buy a native HDMI TV or monitor but I would like to get this to work if possible. Has anyone has experience with a situation like this? Could it be the fact that it is CRT since HD CRTs are kind of rare? I also tried my Xbox 360 which is only HDMI and it also does not work. I know the TV's component works because my Blue Ray player with YPbPr works perfectly on it and in 1080i.

There is a booklet that came with the adapter and it states that it accepts inputs of 1080p and will output 1080i. The problem is, I cannot specify between 1080p and 1080i on my PC, it only does 1920x1080.

Solution
your problem is you need to set the output to 30hz as basicly 1080i can be thought of as 1080p 30hz. this is a simplifcation but that should do the trick

I see, thanks. How do I force 30 Hz if the only options the GPU gives are 60 Hz and 59 Hz?

My laptop wasn't able to switch to 30 Hz but I did it on my PC. Still got black screen. I actually tried almost every resolution in between 480p and 1080p including 1920x1080 @ 24, 29, 30, 50, 59 & 60 Hz and all of those in 32-bit, 16-bit & 256 color mode. The 24, 29 & 30 Hz resolutions said "interlaced" in parenthesis. I also tried several oddball resolutions that were options like 1776x1000, 1600x1050, 1600x900 and so on. Nothing but an occasional flicker from the CRT. I should also mention that this adapter did work on the YPbPr input on my Plasma TV. This leads me to wonder if it is an HDCP issue and if so is there a way around it?

I am just trying to get my PC to display - Windows 7 desktop. I have tried my Xbox 360 with the same results and an old Blue Ray player that has both HDMI and YPbPr. With the BR player, it works fine in 1080i when it is straight YPbPr from the player to the TV. When I connect an HDMI cable from the BR player to the adapter, it is also giving the same black screen. No movies or content protect TV shows are being played - I can't see anything to get them to play in the first place.

The only way I was able to play around with the resolutions on my PC without a 2nd monitor was to hook it up to a different TV that has HDMI, install Chrome Remote Desktop and use my tablet to see what was going on while it was connected to the CRT.

The HDMI to YPbPr adapter actually works just fine on my Panasonic Plasma. This is why I am thinking that it is probably an HDCP issue. It could also be an issue where the converter is not outputting 1080i to the TV but rather 1080p?

Well, after giving up then coming back the next day and messing around with it again, I finally got the damn thing working on the CRT. It was a simple matter of unplugging then plugging the adapter's power supply back in after I changed the resolution to 1080i (1920x1080 @30 Hz is working). The picture looks decent, it is hard to read small text but it is acceptable for video and gaming. Not bad, really, for a craigslist free section find. The only issue now is that when I am in a browser and there is a white background, it creates this squiggly line effect. Basically, any straight line becomes noticeably squiggly/wavy. Also, on some parts near the top, the text slants to the left pretty badly. Not sure if this is a fixable problem but it doesn't happen when playing video. I'll try playing around with CCC and the refresh rates a little later but for now, I am going to hit up GTA V. Anyway, thanks for the help legokill101.
