I recently got a used DELL S2722QC 4K monitor. It has only 2 ports, both HDMI, which supports 4K at 60hz, no DisplayPort. The only port on Z390P that supports 60hz is the DisplayPort. Can I use a "4K HDMI to DisplayPort 60hz" cable to link them together ?

ASUS PRIME Z390P, i7 9700K, no graphics card

look carefully before you take it from where it takes it and who it gives it to, if it's the opposite it won't work

i dont follow, can you please clarify
Unlike most cables, these adapter cables work in one direction only. You buy either an HDMI-to-DisplayPort cable or a DisplayPort-to-HDMI cable, depending on which direction your video signal is going.

You have DisplayPort on your computer and you're sending it to HDMI on the monitor, so you want a DisplayPort-to-HDMI cable.
