my new monitor comes with an hdmi to dvi cable with it as it has no dvi slot i am in this for gaming (only 60hz) and i was wondering if picture and or lag would be appear on a hdmi to dvi cable or are they the same
HDMI and DVI cables are both numeric signals. So no, there won't be any difference, compared to using either a full HDMI or full DVI cable. Those all perform exactly the same.

there's not any sort of conversion of the signal going on or anything like that which would make you lag or degrade the picture. It would look exactly the same with an HDMI>HDMI
