Will there be a difference in performance between cheaper active adapters and more expensive ones if there is a difference how big it is and a suggest a good active HDMI male to VGA female adapter

VGA can be impacted by signal degradation - anything from poor quality adapters to cable length.

Realistically, I would just check reviews to make sure there's no common trend of people getting duds.
