hdmi to vga and dvi to vga

hi. i was wondering why hdmi to vga requires an expensive adapter like this

while dvi to vga requires a very cheap adapter like this

i think thats weird..

HDMI does not output analog signal, so that adapter is active, as in it contains electronics that convert from digital to analogue.
DVI-I(not DVI-D) outputs analogue VGA signal, so the second adapter does nothing but connect some wires.
