Horizontal line moving vertically across second monitor (Vizio 47 in 1080p TV connected directly from dell C630 latitude laptop to vga port on tv) only happens when both monitors are displaying. Alone TV fine. WHY?

Seems like there isn't enough Video RAM to drive both the displays at that refresh rate.
From the looks of that data it seems your systems memory is 1024 MB. Out of which 1007MB is being used by the GPU plus it's own 64MB making it a total of 1071MB.
So when you're driving 2 displays it's going to strain the system like mad. Especially a 47in 1080 Display and all the more is it is being sent over a VGA port.
The signals going to be divided and you'll end up with lines, you can try changing the refresh rates to a lower value. but..... I have my doubts.
