Question Headphones are significantly louder when wired to phone than when wired to PC

I apologize if this is the wrong classification, I wasn't sure whether this would fall under peripherals, components or home audio. So essentially here's the breakdown:

Issue:
Audio devices when plugged into my PC, while at a respectable volume, can't achieve the same loudness as they do when connected to other sources.

Symptoms:
-This issue occurs with multiple pairs of headphones
-This issue occurs regardless whether I use the front, rear or 2.1 system's 3.5mm jack.
-The 2.1 system has no issues itself with loudness, but then again it reaches volumes I'd frankly never use so I don't know if it's near the maximum it could be.

Steps Tried So Far:
-Verified Windows Master Volume is set to max
-Verified motherboard audio drivers are up to date
-Verified Windows is up to date
-Tried various applications to test sound

Notes:
-This is a gaming computer and the 2.1 system does draw from the computer, but it's a 750W EVGA PSU so I assumed I have enough power.
-The motherboard is a Z270H.
