Heat is at max

Cpu heat is reaching max when idle and the speed is at .25ghz which is horrible and I have a decent setup

So it looks like your CPU is thermal throttling.

So you need to take a serious look at your cooling solution.

We need more facts, is this a new build, did it just happen?

What CPU and cooler are you using?
