Heat limit GPU

Hello my GPU temperature according to SpeedFan is about 40 idle and around 60 while gaming. Is this a normal thing? I have 4 gigs of RAM but my CPU usage never goes above 40%. I have a Nvidia gtx 710 graphics card

Yea it's very normal for a GT 710

Thing is that the GT 710 isn't a very powerful chip, so it wouldn't produce much heat at all. But on the other hand, it has a fanless heatsink I believe, so it would produce just more heat in general than say the same chip with a fan and a heatsink.
