Heat/noise issue.

I customised my first gaming desktop PC 1yr ago, and here it is:

CPU: Intel Core i5-2500K 3.3GHz Quad-Core Processor (not OCed)
CPU Cooler: Stock cooler that comes together with the CPU
Motherboard: Asus P8Z68-V Pro/Gen3 Motherboard
Memory: Cosair Vengeance 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Hitachi 500GB 3.5" Internal Hard Drive
Storage: Intel 520 Series 180GB 2.5" Solid State Disk
Video Card: EVGA GeForce GTX 570 4GB Video Card
Case: CM Elite 311 Plus
Power Supply: Cooler Master eXtreme Power Plus 550W
Optical Drive: Samsung 24X DVD writer SH-S243D
Use: gaming ( BF3, BO2, Dota2, SC2, Skyrim ), Surfing & watching movie.

I have no problem with this system until recently I noticed that the system generating high heat & noise.
I tried cleaning (airblow) inside the system, but no use.

Should I upgrade ( <$700 ) or just build a new system ( <$1500 ) to solve this?

System is probably fine. Certainly no slouch. Id suggest replacing the stock CPU heatsink, but which fan is making the noise? Are all intake/exhausts working? Not clogged

Also that is a HORRIBLE PSU. Id replace it ASAP.
