There's also the NH-D14S, which is more efficient than any other air cooler tested on the current Tom's Hardware platform at full speed (based on the physics of CPU coolers, not the current TH acoustic efficiency metric). At lower fan speeds, though, the Dark Rock Pro manages to pull ahead, though.

If you don't want to pay that much, the Gammax 400 is roughly as efficient as the Dark Rock Pro 3. If that's too loud, and you don't need that kind of thermal performance, the Cooler Master MasterAir Pro 4 is slightly less efficient, but still an excellent performer.

If you go with an AIO, the Fractal Design Celsius S24 wipes the floor with the rest of the options, proving to be the most efficient cooler tested at Tom's Hardware on the current platform at any speed.
