Heat trouble

I have a XFX 780i SLI motherboard and a QX6700 Quad core CPU 8 GB of ram, When the system starts up it go's though post then when it ready to boot it turns off and the red LED turns on I was told the the red LED means abnormal heat. How can I check if it is a heat-sink problem or the CPU?

Check that the heat sink is properly mounted and that all 4 screws are correctly tightened.
