Heating and Noise Fan Issues

So, I just recently built my PC, and the stock case fans in it are very loud (Loudest I've ever had), and I was wondering if there was a way to make my computer way quieter (But still stay cool). I want to keep positive case pressure (So more air comes in than can get sucked out by the output fans). I am also having heating issues in my room that I have the computer in, making the room usually be about 10° - 15°F warmer, which is uncomfortable (A few days ago, my dog was in the room and started panting, even with the ceiling fan on full strength.

Are there any near-silent 140mm and 120mm fans that you would recommend for me to use?

I've got a Gigabyte GA-990FXA-UD3, and I've tried to tune them down using OpenHardWareMonitor, with no result... Do you have any software suggestions?
