Heating Issue Processor

Hello guys i got a 5~ years old pc for my parents and well i been tracking the temp and now in the summer the motherboard/processor getting heat to 100c~ and shut down.
Its AMD processor and both it and the motherboard around 5-6 years old , i also know of the heating issues of AMD.
What i want to ask is if i can buy some cooling device to solve this or at this point it will be better/ cheaper to buy new/old motherboard+processor for them?
I tried using thermal paste and cleaning dust. I wonder maybe the current cooling device gone bad? and buying a decent new one will solve this? or the chip behind saving ?

P.S i actully tried to open the case and put a Big Fan to blow wind right into the chip ( the Fan used for the house not PC ) but eventully it failed as well because its hot outside and well the fan started blowing pretty hot air.

The cheapest way is to get a better cooler. with 10 -15$ you cand get a decent cooler for your parents :)
Sometimes, it is better to get new hardware (considering you have a 5 year old platform). AMD-s new AM1 platform looks decent (for browsing etc). Even the AM2+ APUs are decent.

Solution
i think you should buy new cooler like cooler master etc
because last week i was also facing same problem my temperature was arround 90 degree
i bought Cooler Master Hyper 212 EVO Cooler and now my cpu temp is arround 50 degree and when i switch on my ac it lower to around 40
