Heatsink connector isn't working properly

Hi, I would just like to ask the community if they had a solution to my problem.

I was trying to fix an old pc (for fun) because it would turn on, but there was no image on the monitor. I noticed that the heatsink fan wasn't turning on, I ignored it for a while and tried to fix the issue by replacing the power source, the ram and the gpu (all of the parts I used were too old for newer pc's but newer than the parts currently in the old pc). So when that didn't work I unplugged the heatsink connector from the motherboard, blew on it and plugged it back in. The pc turned on and appeared to work. The problem was that when I put my pc upright and restarted it the fan would turn off and only turn back on if I put the pc on it's side and fiddle with the cables. So does anyone know if it's the motherboard connector part that has stopped working properly or if the heatsink is dying.

Replace. The. Compound.

Reseat. the. heatsink.


Use a heat gun and warm the area the pins solder in at the motherboard.

cover any caps with alumium foil and remove the pastic from the pins on the cpu fan connector.

 
(My last message wouldn't send so I'll make this quicker) I removed old heatsink to see if it was the thing failing and it was so I found a newer one and replaced the older one with the newer one. there was a bent peg and a I was missing a peg (the thing that connects to the motherboard) so I took a few off the old one and attached them to the new one. Didn't use thermal compound because there was still some on CPU and heatsink and I didn't have any. My problem is that PC turns off after 30 seconds and can't access the bios in that time.

Extra: The CPU is a old Pentium D
Motherboard is a gigabyte GA-8I955x PRO http://www.gigabyte.com.au/products/product-page.aspx?pid=1903#ov
And the heatsinks are both Intel stock heatsinks with slightly different fan fins.
Since the CPU is a Pentium D I will assume it is a socket 775.
 


Computers only operate at 25-65c normally 95c is WAY too hot.
 
I re-tested it and found that the fan was at 2518 RPM, I turned the system of immediately after that since I didn't want to cook the CPU, then I felt the sides of the heatsink and it wasn't even warm.
 


Replace. The. Compound.

Reseat. the. heatsink.
