Heatsink Fan not Spinning

Just built My first computer it works perfect. just installed windows had no troubles. but the original cpu heatsink fan isnt spinning can you help me?

For it to not be on is very bad indeed. Are you sure it is plugged in all the way? If not, it could be DOA.

Wire from the fan was sitting just barely in front of the fan, I moved that and it started right up
