i am upgrading an dell dimension 2400 cpu and ram i want to push this computer to the max but need help finding an heatsink that will keep it cool so it can perform its best. so my question is this what is the best heatsink for dell dimension 2400?

In order to answer that you'll need to understand a couple of things:
a| Dell's Dimension lineup have a lot of SKU's so you're sure you own a 2400? Which is based off an Intel Celeron 478 pin platform?
b| I don't think you can push it to the max since overclocking(pushing it to the max) entails that your power delivery is at optimal temperature and moreover it needs to produce consistent power to the component you're trying to overclock. An example would be something like this

which has a heatsink over the CPU power delivery area. In essence, overclocking on your system will cause it to cause damage to itself and, worse, to you.
c| Dropping any more investments onto a system that has aged would equate to negative returns thus it's advised not to spend on it anymore. If you were to look for an aftermarket cooler, you'll need to look for a cooler that can work on an Intel Socket 478 like a Thermaltake Big Typhoon cooler.
