Can you install a heatsink and a cpu cooler or just one and what is the difference?

That will depend on 1) the motherboard, 2) the cooler you have, and 3) the room in the case you have. Maybe you better list your system specs and explain what you want to upgrade to.

Cpu Cooler: Cryorig H7
Ram: Corsair Vengeance LPX 16GB DDR4 Memory Kit Black
Gpu: Gtx 970 Mini Itx

I have the gpu and the psu im upgrading the rest on that list
