Heatsinks

I recently ordered and received an Accelero Twin Turbo Pro for my powercolr 6870. I called my local computer-guy to install it, but he did not install the RAM and VGA heatsinks.
Now then, my questions are:
What happens if they're not installed?
Does the cooler running a bit loud (much quieter than the old one, but still) during internet browsing have anything to do with that?
Can I, should I need to, just remove the cooler, install the heatsinks as written in the instruction, and pop it back on?

You mean he didn't install the RAM or RAM heatsink? Because if he didn't install the RAM, you're in trouble
What do you mean by remove the cooler and install the heatsink. The Accelero TWIN TURBO Pro has its own heatsink.

if you paid him and he didnt install it correctly i would go back to him and tell him to do it right--if the ram chip heatsinks and especially the vrm heatsinks arent installed then it will have an effect especially if you want to overclock it

it shouldnt run loud just internet browsing--you can use software like msi afterburner or similar to set fan profiles

AMD vision has a fan control option. You shouldn't hear it ramping up for browsing.

I agree that you should take the card back and insist he install it correctly. If they are not installed, it won't perform as well as without and it may overheat. I am assuming that the original heatsink covered those ram chips, etc.

While you could do this yourself without too much risk, you've already paid someone to install this for you.

yeah those are ram heatsinks--also go on the vrms--the vrms are the part that can get really hot and when overclocking should have good cooling so would want vrm heatsinks put on

if you paid to have it done then why shouldnt you call him to have them put on? if you put your car in the garage and they didnt do the job properly wouldnt you call them?

OP- You don't need any of those add-on heatsinks. They probably would not work with the Accelero Twin Turbo Pro.

Part of the main advantage of adding an aftermarket cooler is to also have the Ram and VRM chip cooled so leaving those off is ridiculous and defeats the entire purpose of buying aftermarket cooling (might as well go bacck to the factory heatsink as well !) --- If they will not fit properly then they might need to be sanded\trimmed down a bit to make them fit but those aluminum pieces are what removes the heat from the VRM and Ram chips keeping the temps down not using them defeats the purpose of adding that cooler. Besides there is plenty of room for them to fit in most cases as shown in this pic :

Take it back and make him install it properly (since now it is going to need a new TIM applied also - and make sure he cleans the old TIM off and applies new as removing the heatsink and not applying new TIM will also effect the cooling !)

What IS TIM? Is it that silver paste?

tim is thermal interface material --not always silver--it fills any small gaps between the two surfaces to help heat transfer

The heatsinks are the aluminum pieces with the fins -- what they do is pull the heat from the chip surface upward (since aluminum dissapates heat better than the silicon chip surface the heat is drawn into the aluminum and upward where the airflow between the fins cools it more effeciently so it is removed from the chip keeping the entire thing cooler.) and Yes the Turbo Pro may run quieter with them installed because they are removing more heat from the card which leads to the fan being able to run at a lower RPM (quieter) while maintaining the same operating temperature (so while the heatsinks in themselves will not make the card quieter having them installed might allow the fan profile to be adjusted so that the fan can turn slower and still maintain the same temp )
