Heaven 4.0 showing wrong FPS w/ CPU overclock?

When I run Heaven 4.0 with my stock i5 2500k then I get about 85 average FPS. When I overclock the CPU to 4GHZ or even 4.5GHZ then the FPS count in Heaven comes in around 30FPS. I've tested the CPU O.C in games like Far Cry 4 and Dying Light and definitely see slight gains while gaming. I've also noticed that the actual FPS in Heaven is around 85 despite showing 30. If it were 30 I'd be able to tell, that's for sure.

Is this a common issue?

Generally when we overclock our cpu, the frame rate increases. Check with other softwares such as Fraps:
