Heavy fps drop in all games

Hello, I have been getting fps drops in most games the last 6 months.
I play on my laptop that is 3 years old. I bought a stand that I put under it so it would be cooler for it. But it doesn't seem to work.
I try to play my games 60 fps with 1920x1080 and i have 60 fps usually but then I get 10-20 fps suddenly.

Gpu: Gtx 960M
Cpu: Intel i7 4710HQ
Ram: 16gb
System: Win 10 home.

I have also been noticing that it gets very hot, like i could burn my hand if I touch it for too long.

it sounds like it could be thermal throttling, replacing the thermal paste may help

Could also be one of the fans has stopped as well.
