Hi. I am a total pc noob and put together this:
PCPartPicker part list: http://pcpartpicker.com/p/ckYKTW
Price breakdown by merchant: http://pcpartpicker.com/p/ckYKTW/by_merchant/

CPU: Intel Core i3-4170 3.7GHz Dual-Core Processor ($114.99 @ NCIX US)
CPU Cooler: Cooler Master Hyper 212 Plus 76.8 CFM Sleeve Bearing CPU Cooler ($19.89 @ OutletPC)
Motherboard: Asus H97-PRO GAMER ATX LGA1150 Motherboard ($107.98 @ Newegg)
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1866 Memory ($58.89 @ OutletPC)
Storage: Western Digital Black 500GB 2.5" 7200RPM Internal Hard Drive ($53.99 @ NCIX US)
Video Card: Asus GeForce GTX 750 1GB Video Card ($104.99 @ Micro Center)
Case: NZXT Phantom 410 (Black/Orange) ATX Mid Tower Case ($89.99 @ Newegg)
Power Supply: EVGA SuperNOVA GS 550W 80+ Gold Certified Fully-Modular ATX Power Supply ($65.98 @ Newegg)
Optical Drive: Samsung SH-118CB/BEBE DVD/CD Drive ($18.99 @ SuperBiiz)
Operating System: Microsoft Windows 7 Home Premium SP1 OEM (64-bit) ($86.75 @ OutletPC)
Total: $722.44

I was wondering something like this would be able to run games like counter strike and league of legends on high settings at 60fps?

Solution
The layout of Windows 8.1 is the same as Windows 7? If you don't like the start menu, there is an app called "classic start" you can install. That's what I use.

That case is fine. All you need to do is just remove the drive cage. It's tool-less on that case and a monkey could do it. When you remove said cage, it will leave you with two bays to install different drives.

Is there any reason you went with that drive? It costs more than a 1TB one from Western Digital :p

Also, that RAM costs more than it should. Only $6 more but $6 for the same stuff is a free $6.

CPU: Intel Core i3-4170 3.7GHz Dual-Core Processor ($114.99 @ NCIX US)
Motherboard:...
No need for the cooler, that speed of ram and that motherboard. Got a better video card with the changes.

So would either of these do what I want them to?

And also on both of them PcPartpicker is saying there is a compatability issue with the case and the video card

Yes they would. But I suggest changing the motherboard to the ASRock H97 PRO4. The anniversary one isn't the greatest. It is literally the cheapest H97 board on the market.

If you like the looks of those one you originally picked, then paying the extra bit for the looks is your choice :) It's a good board in other words!

Oh, and I suggest Windows 8.1 over 7. I wouldn't be using an OS which is 6 years old. Yes, you can upgrade to Windows 10. But I wouldn't be doing that so fast until it is considered to be "almost flawless"

I would go with cheaper case for better price/perfromance

I switched the GPU to the GTX 960 due to the 280x being a fairly warm card. The GTX 960 performs better than the R9 280 but it falls a bit behind the R9 280x. (Not by much though). But then again, it is cheaper than the 280x for a reason. Oh, and I would never use a GPU made by Powercolor.

OP, in case you didn't realize, these build's prices are not what you pay at the checkout. They have mail-in-rebates in the prices which rarely work and even if they do, it's usually just a prepaid credit card with a credit on it.

For instance, the build turbo just posted is actually an $777 build.
