On average the 6650XT is about 5 FPS (6%) faster than the 6600XT. The only reason to go with the 6650XT would be if it is the same price or cheaper than the 6600XT. If the 6650XT costs more than 5% extra than the 6600XT then it isn't worth the added cost.

One other thing to note is that you are showing CL16 RAM. You would be better off saving the money and going with CL18 3600MHz RAM as there will be no difference in performance.
The difference between CL16 & CL18 will be have CL16 being at best 1% faster. That is why spending extra money on CL16 isn't worthwhile in the long run. Best idea is what geofelt said and find something on the QVL.
