does anyone know the best way to solve this type of problem? or how to diagnose this problem? or the most common reasons for why it happens?

* happens on startup and just randomly from time to time

* solves by itself randomly

* the performance mointer thingy shows it's not any of programs cos none of them are high at all

been happening for like... i don't know whenever win10 first came out, i just never asked and could never find an answer

Try a clean boot and see if its a start up program - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows
if it resolves problem, its likely a start up program. add them one by one to find cause..

Download Process explorer and run it as admin (it comes from Microsoft so its safe)

the default view is tree structure meaning like your task manager screen, it will show what processes are under each service, but unlike task manager, it shows the ram usage of each part so you can see what is eating your ram

Private bytes = actual ram usage
Working set = Ram + page file usage

This page shows what all the colours and headings mean, link at bottom of it shows how to use it to find problems. You...

how much ram do you have? what are the specs of the PC?

Startup makes sense as it has to load everything and depending on specs of PC, this can cause it to sit on 100% while it loads programs. Spare PC here is like that but its 9 years old.

If its not constant, its not likely to be a driver causing a memory leak, as they don't release the ram they are holding onto
