All suggestions are welcome that work with 1080p 120 fluid fps and 4k video editing. I would say budget is 1.5k-2k but would like to keep it on the lower end if possible.

Originally I recommended this to my buddy but I wasn't sure if it would suit his needs and be a tad bit overkill. Any advice would be great.

2080ti is serious overkill for 1080p gaming and you can 4k video edit with a gtx 750ti.
