So my 24 pin is missing 2 pins is that normal?

The motherboard is the only component that has a 24pin connection on, that hooks up from the PSU. What is the make and model of your PSU(and it's age) and the motherboard?

Assuming you're referring to a motherboard connector from a PSU, that's common; the -5V and -12V aren't really used anymore, and they're only there for compatibility with ancient hardware. The -5V rail was removed from ATX spec like 20 years ago and -12V probably will be at some point; IIRC it was used with serial ports.
