Question Help a beginner! CPU error light showing on MSI Z490

Hi, Im building my first PC and Im running into some problems. First off, I have a MSI Z490 Gaming Edge Wifi motherboard and a i7-10700K CPU, but my CPU error light keeps on turning on whenever I try to boot it up. Ive done this with two Z490s and i7's(I returned the first pair when it didnt work and got replacements). Also none of my fans turn on when I boot it up. Ive contacted MSI about it and they say it is because its a faulty mobo, but I find it very unlikely that I would be sent two consecutive faulty motherboards. I wanna know if theres a known fix to this or if Im screwing this up somehow. Ive gotten the help of some experienced builders and they are just as stumped as me.

My PSU is a Thermaltake Toughpower GF1 PE 850 W 80+ Gold Certified Fully Modular ATX Power Supply and my RAM sticks are Corsair Vengeance LPX 16GB DDR4's. I get the same error when I tested without the GPU so I wont put that

I highly doubt that I got two faulty CPUs in a row. Ive heard someone on reddit say it may be a PSU issue thats not delivering power to the CPU and fans. But that doesnt seem right since the mobo still powers up.
