Help a Gamer on a budget

Okay so currently I have a Full Tower dell optilex 380 with it default motherboard (the one that comes with it).In it the cpu is an intel core to quad q6600.The gpu is hd 5400.The power supply is the stock power supply.So you can imagine my situation as a gamer (its pretty bad).All I want to know is what is the BEST cpu , gpu and power supply I can add using the SAME case and motherboard

With same motherboard, thats a big no. Even using an 771 to 775 modification that isnt a good option.

What is your budget? And which ram does your motherboard use?(DDR2 or DDR3?)

If you can with your budget buy used components like sandybridge/haswell it would be awesome.

Now what are you expecting to play if you are willing to max out current PC?

All I want to play is CS GO my max budget is 200 to 250 dollars.I can increase it to max 300 dollars.

Its just really hard to play CS GO at lowest settings.My pc is a complete potato.It can hardly run hl2 at max settings.
