Help all my games cap out at around 30 FPS whn they should be at least hitting 60FPS

GPU:GeForce GTX 960
CPU: Intel Core I5-4460 (3.20GHz)
Memory:8 gigabytes
Operating system: Windows 8.1

My friends said that something might be staling it
Please help this computers only about a week old

What are "all games"?

What settings are you using for them (low/mid/high/Ultra)?

What monitor are you using (res/Hz)?

Is your OS 64-bit?

If you are using VSync in games and your card isn't able to push 60FPS (say in Crysis 3, Ryse: Son of Rome) then it will limit your framerate to 30FPS. If you turn off VSync then you'll probably hover around 40-50FPS. You can always tone down your settings if you want a solid 60FPS+
