Question Help ! AMD ryzen 7 3700x weird behave

Hi guys,
i just picked up a new R7 3700x yesterday and immediately i got that problem .


Description of Original Problem : I perform stress test with prime95 at default out of the box cpu. At first it runs smoothly , but after about 9 minutes the PPT and TDC spike up red and core speed drops to 3,7Ghz . This lasted for like another 10 minutes then it goes back to normal for 5 Minutes and then spikes again.
CPU : AMD Ryzen 7 3700x - CPU cooler : NZXT kraken x62
GPU : MSI RTX 2080 - duke
Ram : Trident z rgb 16gb 3200 MHz
PSU : Coolermaster Masterwatt 750 750W
Motherboard : MSI B450M-Mortar and Asus Rog Strix x470-F Gaming
Troubleshooting : I tested in both of my MB and the results are the same.

Is this normal ? should i return it or is there anyway to fix this ? I have never had this problem before with my old R5 1500x.
Please help me out. I was really excited about this one, i really don't wanna rma it. Thanks very much

Latest BIOS for your motherboard? Outside of stress testing, do you see any lags during gaming or general workloads?

Yes my motherboards are at latest Bios. It does have once freezing while boot in to window. In game i haven't played much but seems fine
