Makes all the sense in the world if you know how games work.
The CPU determines the maximum frames per second. The video card can only produce the frames the CPU calculates.
The CPU produces a wire frame for each frame seen on screen. The video card can do nothing without this.
The CPU sends the wire frame to the GPU. The GPU adds texture/skin/tessellation/lighting effects/water etc............. to the wire frame to make the frame you see on the screen .
It then sends it to your monitor.
So unless you turn up the video card settings higher than it can handle the CPU will always be the limiting factor.
take my system as an example.
R5 5600x
Asus prime X570
3060 TI Founders edition
16GB 3600 CAS16 ram 2x8GB sticks.
1 TB 970 evo+
Corsair RM850X
1080p monitor.
with a GTX960 installed on Warthunder I get 100-130 FPS low settings. High settings we drop to 60- 75FPS the video card becomes the limiting factor @100% usage.
With a RTX 3060 TI installed I get the same 100-130 FPS low settings. BUT I can turn all EYE CANDY or settings in the game to MAX and still get 100-130 FPS.
THE CPU is then the limiting factor. AND the video card is still only 80% usage.

If you run Unigine Heaven benchmark you can use the Camera View to toggle between Wire frame (CPU) and normal (GPU) added to wire frame from CPU.
