I think my gpu is being bottlenecked by my cpu (Gtx1060 6gb and intel i5-7500) is there any way i can actually check that? if there is and i do end up seeing that it is bottlenecked, which cpu would allow my gpu to go 100%? according to some of my friends, they have no trouble getting 150+ fps on games like overwatch at low settings while im getting 120-130

Solution
it's odd that your CPU would be so taxed in OW. this game basically runs on any garbage computer - unless they did some major update lately that made it much more taxing.

going to 100% on your GPU won't be possible, such competetive games are always CPU-bound (unless you increase resolution)
I'd certainly take a look at background processes though.
My drivers are uptodate, ive checked my fps at high and low settings and theres about a 50fps difference, i used HWMonitor to see what it shows and my cpu averages a 90% load while my gpu's maximum load was just over 50%
