help and support cant start . there is a problem with help and support , thats all it says

Sorry for the delay alholliday. Are you on Windows XP? If so, Right-click on "My Computer" and click "Manage". Then on the left side of the screen you will see "Services and Applications". Click the + sign to expand it and double-click on "Services".

Then, on the right side of the screen, you should see "Help and Support" listed. Look at the Status of it and make sure it's started. If not, right-click it and see if you can start it.
