HELP! Asrock z370 Killer SLI white Light

So I just got this board replaced a while ago because the CPU pins were bent. Now I'm using the new one and when I try to boot up the CPU the light on it flashes white for about half a second then turns off completely. This was not the case earlier as it used to flash red. Is the motherboard faulty? Also, none of the fans spin so I'm not sure what to do. Is there a fix?

I have an i5 8400, an Msi armor Rx 570, a 512 GB Intel ssd 6, a z370 killer sli/ac motherboard, and 2x8 gb vengeance lpx ram
