My AMD FX8350 is running at 1.4Ghz in stead of the default clock of 4 the Cmos has been cleared and this problem occurs ? can u help?

It's probably not under load.

TOTALLY normal , won't jump till you put some decent stress on it.

It's a power saving feature.

Also what specs?
