I want a gaming pc that will last me a few years that I can build and grow with.

Under $400USD?? Yeah that's not a realistic budget. A copy of Windows 10 alone will cost $100 just for starters. Get on Craig's List and search for a used gaming PC as the guy above said. There are many out there in the $400 range. You need at LEAST $600 to work with (or $500 if you already have your own copy of Win10). And that's not including peripherals (monitor, keyboard, mouse, speakers, etc.).

I generally tell people they would be much better off buying a console if they can't swing a budget for a starter PC gaming rig. This is because with such low end equipment in a budget build (video card specifically), you have to turn down quality settings to get descent frame rates. Console games are optimized to run 60FPS for smooth and consistent gameplay without sacrificing too much quality.
