Help build a pc under 400 for work

Hello i need to build 2 pcs under 400 each one i need them to be able to use basic photoshop and premiere most of the work is done on chrome browser. Can you please help build this pcs the 400 will just be the tower i already own the monitors keyboard and mouse

It is very difficult to do full new system build with that budget. I'd recommend you checking out the Refurbished machine section at Newegg to look for items like this HP 6300 Pro with an i5 3470, 8GB DDR3, 500GB HDD, a DVD-RW drive and W10 license for ~$215 with 1 year warranty.

You can then opt to add a low profile GT 1030 (~$70) card for CUDA video rendering and maybe adding more storage, maybe a 128GB SSD + 1TB new HDD config.
