Help build my dad a business computer

Looking to get my dad a computer for his Buisness. (Esso Station)

It needs to run microsoft office, pay roll programs, and probably gas pump and alarm programs.
It will need to run most of these programs together whilst multitasking. Along with the internet.
No heavy video editing or rendering, no gaming.

Just looking for a budget style efficient and quick Business Desktop.

Yeh i spoke with him this morning and the pumps and alarms will actually be on the existing computer that won't be on the internet. It will be strictly alarm/camera/pumps and offline.

So now the newer one will be specifically for book keeping and managing the business aspect like payroll and such. I'd like it to be fast enough to multitask and not bog down if he needs to have multiple applications running at once but of course no need to run games. I'm open to an apu and or a celeron/older intel cpu as long as there capable and effecient for that whilst remaining budget minded.
