Help building a PC

Hi, I'm building a PC for my friend because I'm a bit more knowledged in it, but I'm not sure what exactly to look for component wise. The case I am building it off of is the NZXT Phantom 410, roughly $100. I am thinking a motherboard that can support 2 sticks of 8GB Corsair DDR3 RAM, a 3.5GHz to 4GHz CPU, a graphics card that could last the next 2 or 3 years of games and anything else that is important that I may have missed. The budget for the components is $1000-$1400.

Not too sure about Fraps personally (hopefully someone can correct me if I'm wrong with this list) These are the best two lists I could come up with. Only things that really change between them are the Bronze to Gold efficiency on the PSU's, and the GPU's themselves. Otherwise they're both very solid performing rigs. I included the OS as well since I'm assuming you'll need one. The other...
Sorry, completely forget about the whole purpose. Yeah, it is a gaming PC, being used for modern gaming at as high of a performance as it can. It isn't a big deal, but it also needs to be able to run Fraps in the backround recording the gameplay. Don't take HDDs into account, my friend already has some 1TB spare.

The other option I listed below goes overbudget by 60 and doesn't have an OS, but has probably the best bang for the buck GPU on the market in a 980ti.
