i have a case the fractal meshify c and a 650 watt crosair power supply rmx i believe i would perfer to game at 1080p 144hz i have a budget of 1k$ i think right now i was going to get the ryzen 3600 and upgrade to a bigger cpu in 2020 when amd drops there new cpus in 2020 i have windows 7 i just downloaded windows 10 iso microsoft website after verifying geniue windows

i have a cheap 60 hz monitor dont know if monitor fits in the budget though thanks

will that ram work with the b450 tomahawk max its 115$ but i don't see that ram listed in comparability list on the manufacturers website
 
It should be fine. Also why the max vs the standard? Looking at specs, there's little to no difference but an extra few bucks.

The max versions comes with out of the box ryzen 3000 series support. The non max msi versions needs a bios upgrade before you can post with your 3000 series cpu.

If the said tomahawk non max has USB bios flash feature without a cpu/ a computer store near by or the dealer itself will do it, it's not that big of a deal.
