Help Building Minecraft Gaming PC

I really need a good gaming pc, my budget is about $700-$800 with peripherals (Monitor, Keyboard, Mouse). I mostly use this PC for Minecraft, however I will use this for some shooting games like TeamFortress2, BattleField 4 and CallOfDuty. On Minecraft I would like at least 150 fps on Vanilla and 60 stable fps with mod packs with 250 mods. On the shooting game, I would also like atleast 40 stable fps
Also, all the parts in my custom pc I NEED are: Windows 7, Intel Core i5 Processor and NVIDIA 760 Card That's it.
Now, that i've told you everything about the PC, could you please build me a gaming PC thats gets at least a stable 60 fps on Minecraft with about 250 mods

No, I meant when a person builds the PC, the PC needs Windows 7, an Intel Core i5 Processor and a NVIDIA 760 GPU

I think you're going to need at least a $800 pc (just the pc) to run 200+ mods.
