I'm asking for a friend who's asking for a friend who's asking for a friend, crazy i know. But here i am.
Specs are as follows:

CPU • AMD Ryzen 7 9800X3D

GPU • AMD Radeon RX 7900 XTX

Board • ASUS ROG Strix X870E-E or ASUS ROG Strix B850-E
Can't make up my mind which board to take, would be so nice if you can help me out... pros/cons? The most expensive option isn't always the best.

PSU • BE QUIET! Dark Power Pro 13 1300W
I've read bad reviews about this power supply like explosions or disturbing noise, however the previous series (pro 12) sold out. Any titanium 80 plus alternatives?
Will 1000W be fine for this system?

Display • ASUS ROG Swift OLED PG27UCDM
This monitor is 4k, 240Hz and uses Displayport 2.0, can the AMD Radeon RX 7900 XTX graphics card even handle the UHBR 80 spec or should i wait for the next gen?
I want to avoid DSC.

Case • Corsair 4000D Airflow ATX Mid Tower

CPU Cooler • Arctic Liquid Freezer III 360

Keyboard • Any non RGB with fast responsetimes

Memory/Ram • dual channel DDR5 2x16 GB or 2x32 GB
On AMD's website i couldn't find EXPO certified ram from corsair, is there any corsair ram that will work out well as dual memory channel with expo enabled?
Otherwise which brands can you recommend? From my understanding the ram should have a low CL number (low latency) and high MT/HZ.
What's the best DDR5 options with lowest CL combined with highest HZ? For example my current corsair vengeance runs at C16 combined with 3200MHz.
I can't find anything near C16 when it comes to DDR5. Your help is greatly appreciated.

When it comes to the motherboard, what features on those boards are you seeing as desirable? $350 is a lot for a board. Only outstanding things I see are 5 m.2 slots and 5Gbps network and WiFi 7. Do you have a 5Gbps network to plug it into? Do you need 5 M.2 slots?

Can't really think of a slow keyboard out there. For gaming it is best to get a keyboard with N-Key rollover so that you can press lots of buttons at once. Beyond that I don't mind a decent Logitech carbon for a basic mechanical keyboard.

On the GPU / Display question, you are kind of stuck with what is available. Not very monitors are up to date and only the very latest GPUs support the latest standards. If you are going with a 7900XTX, not much else to say there, it has the ports it has. RTX 5080 if you want to be on the bleeding edge.

You aren't going to find CL16 DDR5, but the current consensus is CL30 6000MT/s or CL32 6400MT/s I have picked out a Corsair kit below with EXPO support. Equivalent would be CL15 3000 and CL16 3200 which were common speeds for DDR4. AMD doesn't really like to go any faster.

I have the Asus Strix X870E paired with a 9800X3D. For the RAM I got 64 GB (2x32) Corsair 6000 MHz CL30 and it was not stable (looked ok at first but PC started rebooting by itself). So I changed the timing to CL32 and it has been working great since then. But I updated the BIOS a few days ago so maybe the new version is more stable at CL30. I might try it sometime, but according to some tests I have seen online the difference would be unnoticeable.
