Question [HELP] Built my own PC, looking for help

Hello everyone, help wanted.
Recently I bought my a computer in parts and built it with two of my friends. We have built several computers together over the years and while we have had some trouble we have always been able to find a solution. Not this time around though.
We have built everything into the case, connected all the pieces aswell as the powercables needed.
We have checked in BIOS that all the major parts are identified in BIOS, (CPU, RAM, GPU, M2SSD, COOLER).

Now to the actual problem: Whenever we try and boot up windows 10 installer from a USB stick, we get stuck on the loading screen with these dots View:

Note that we have tried using another USB, we even tried installing windows 10 on another computer (which runs the exact same spec).
We have also tried and tested the GPU, RAM and M2SSD in another computer and it works just fine!

Motherboard: MSI z390 A pro
CPU: Intel i7 9700k
PSU: Corsair VS 65 (650W)
Cooler: Corsair H60
Ram: Corsair Vengeance 16gb LPX DDR4, 3000mhz
GPU: Geforce GTX 1660 Zotac
M2SSD: Samsung 970 EVO+ 256gb
Case: Phantek P400 eclipse
