[HELP] Cant boot up my pc..!!

First of all i want u guys to know my spec :
OS : Windows 7 Ultimate
Mainboard : Asus P6T
Proc : Intel i7 920 At 4 Ghz D0 Stepping
Cpu Fan : Sunbeam Core Contact Freezer
RAM : Ocz Blade Triple Channel 3x2GB pc 16000
GPU : Asus ENGTX 295
PSU : SilverStone Element 750W Plus 80

The Problem Is that I can't boot up my pc Even To BIOS..
This Problem Occured when i got to 4 Ghz..before, i was at 3.6 ghz and there was no problem at all whle booting..but when i went higher to 4 ghz SOMETIMES it cant boot up although Fans, neon and the other hardware seems to be on..BUt......Sometimes My pC Just BOot normally without any problem...

BUT, If this problem occurs, It can run and boot up normally after i hit reset button..It can enter Windows and run stable at 4 ghz..i can play games etc...
The only thing disturbing me is that sometimes my PC can't boot and i have to hit the reset button first to get my pc run normally..I dont know what to do..But i have a feeling that it is my PSU which is the problem..maybe the watt is too small or somethin..im planning to buy another psu which have 1000 Watt or more and see if my problem still occurs or not..

Or There is something wrong with my BIOS overclocking settings..?
This Is my BIOS settings :

Those Are my Bios Settings..
Please someone tell me if there is something wrong with my BIOS settings..

Raising the PCI freq will help with high Bclock overclocks. Traditionally it wont let get above 220 bclock without an increase on pci.

Some mobos are different though and you will need to raise the pci at lower bclock.

Ive been dying with my problem here..
it can't be solved...and i have already bought the corsair 1000 W psu..But still..my problem remains..!!sheet..!
dont know what to do...Its strange..everytime i restart the computer ,my pc will never can't boot..but when i shut down my pc..sometimes it can't boot and reset is the only choice to get my pc run back normally..

and BTW ive raised pcie Freq to 101..but still..my problem can't get away from my sight..
please someone who knows alot about computer and overclocking i need help from you guys....

If you can't find a solution then lower your overclock.
I had this on a previous motherboard, lowering the overclock or increasing Vcore fixed the issue. A new better motherboard also removed the issue but I doubt you'll want to do that with a near new Asus P6.

I was hoping someone would post up some crazy trick I wasn't aware of.

Edit: have you run Prime95 on Blend with your 4Ghz overclock before? I can boot in to windows at 4.75Ghz, but she aint stable! lol

Ive increased my vcore to 1.38 volt...but it didnt solve my prob so i changed it to 1.30 again..because it didnt work..still wont boot up thing till reset pressed...

Do i need to make my vcore go higher then 1.38 or what..?Change my motherboard..?hell no..this is a new mother board..haha..
Yes ive ran prime 95 and its stable in 30 minutes..with only 59 celcius at max..

There's some controversy about how long is enough, but most of us would agree that 30 minutes is not enough time. But if your system boots only part of the time, it is not stable.

30 minutes isn't enough to say '100% stable' as jsc said, really an overnight test is better, but if it can do 30 minutes without error, it should be able to start without issue. (e.g. I can start at 4.75Ghz, boot in to windows, and have Prime fail immediately).

Parts aren't certified to be overclocked, so there's no guarantees things will go easily. Even at 3.6 or 3.8, that's still a good overclock for a 2.6 chip!

Good luck with it though, sorry I can't help really. Maybe higher Base Clock and lower multiplier?? Just an idea.
