Go into your BIOS and change the boot sequence so that "Removable" and "Optical drives" receive priority. There should be a listing there resembling the examples below.

Per example, here's how it might be right now:

List Options --->

Code:
(*) Netboot
(*) Primary HD
(*) Secondary HD
(*) CD/DVD
(*) Removable

Provided the example above, you would want to reorder it like so,

List Options --->

Code:
(*) CD/DVD
(*) Removable
(*) Primary HD
(*) Secondary HD
(*) Netboot

Okay, so you're saying that the monitor doesn't display anything, even when you start/restart the computer, correct? Are any of the monitor's lights on (e.g., buttons)?

Also, do you have a live-cd lying around anywhere nearby?

To enter the BIOS you need to hold down a certain key while the PC is booting. Usually it's either the Del or F1 key. On some PCs it's the Esc key. There should be some text shown briefly when you first start up your PC that tells you what key to hit to enter the BIOS/setup/config or some other similar wording. That same text might also mention a key to press to enter the boot menu, which allows you to select which device you boot from. This text should appear on the screen that shows the logo for your PC's manufacturer or motherboard maker (eg. the screen that shows the Dell logo on Dell PCs).

If you don't see that text, or if it flashes by too quickly for you to read, try googleing your pc model number followed by the words "enter bios." Or just tell us what the make and model of your PC is and maybe someone here can help you further.

If you are using a discrete graphics card try reseating the graphics card.

If you are using integrated graphics, or if reseating the graphics card doesn't work, try resetting the BIOS. Maybe some bad setting is messing with your graphics setup.

Try a different cable or a different graphics port on your PC. Try a different monitor if you've got one. Or try a different PC on that monitor to see if your monitor is working or not.

After that, I'm out of ideas.

Just noticed you mentioned in one of your post that you had the monitor plugged into the motherboard. If you have a graphics card installed your motherboard probably disabled the graphics port on your motherboard automatically to avoid conflicts. When a graphics card is installed you should always plug in your monitor to the ports on the back of the card instead of to the motherboard.
